Update of Municipal Strategic Statement to implement Traralgon Growth Area Review Framework and Traralgon West Structure Plan.
Background
Amendment C87 to the Latrobe Planning Scheme provides clear policy direction for growth and development of Morwell, Traralgon, the Traralgon West Growth Corridor, and the small towns of Glengarry and Tyers. The amendment updates the planning policy direction for these areas included within the Municipal Strategic Statement (MSS), by identifying land required to accommodate long term future urban growth over the next 30 – 40 years.
The inclusion of the Traralgon West Growth Corridor Structure Plan within the Latrobe Planning Scheme will enable the gradual development of the Traralgon West Growth Corridor, linking Morwell and Traralgon together to form a continuous urban area.
The Amendment also introduces four new reference documents that provide justification of the proposed updates to the MSS. These reference documents include:
- Traralgon Background Report (August 2013);
- Traralgon Growth Area Review Framework (August 2013);
- Traralgon West Structure Plan (August 2013); and
- Australian Paper: Maryvale Pulp Mill Buffer Requirements (July 2011).
It is important to note that Amendment C87 does not introduce changes to the current zone or overlays included within the Latrobe Planning Scheme and therefore, does not alter the existing development potential of any land. Rather, the amendment introduces planning policy which identifies future opportunities for urban growth to be enabled by further amendments to the Latrobe Planning Scheme.
23 May 2016 Ordinary Council Meeting
Amendment C87 was placed on Public Exhibition from 5 September 2014 to 31 October 2014. A Planning Panel Hearing was subsequently held from 20 April 2015 to 24 April 2015.
Council later considered the Panel Report recommendations at the 23 May 2016 Ordinary Council Meeting. Council resolved to split Amendment C87 into three parts:
- C87 Part A, Urban Coal Buffer;
- C87 Part B, Urban Amenity Buffer; and,
- C87 Part C, all remaining elements of the amendment.
Please be aware that the Amendment C87 Part A, B and C may also be referred to as C87 Part 1, 2 and 3.
Council resolved the following actions regarding each portion of the amendment:
- Council adopted C87 Part A, Urban Coal Buffer, with changes resulting in the existing buffer not being extended. Council also directed for further engagement with the Minister for Planning and Minister for Industry, Energy and Resources regarding land use coal policy issues.
- Council deferred C87 Part B, Urban Amenity Buffer, as per the following resolution: That Council defers Amendment C87 Part B (Urban Amenity Buffer), in accordance with Section 29 of the Planning & Environment Act, 1987 until a report on further options relating to C87 Part B (Urban Amenity Buffer) be presented to Council and if necessary, seeks an extension of time from the Minister of Planning.
- Council adopted C87 Part C, all remaining elements of the amendment.
12 September 2016 Ordinary Council Meeting C87 - Part B, Urban Amenity Buffer
The C87 Part B Urban Amenity Buffer was adopted by Council at the 12 September 2016 Ordinary Council Meeting. The Council adopted a revised Urban Amenity Buffer, which created Amenity Lifestyle Precincts in the areas of Traralgon West and Morwell North, and an Amenity Lifestyle Investigation Precinct in Tyers South.
Finalisation of amendment
The Minister for Planning approved and gazetted Amendment C87 Part 2 on 12 January 2017 and Parts 1 and 3 on 10 August 2017. Amendment C87 Parts 1, 2 & 3 now forms part of the Latrobe Planning Scheme.
