Traralgon Activity Centre Plan

The Traralgon Activity Centre Plan project aims to plan for the future growth of the Traralgon town centre over the next 20 years. It is one of several strategic planning projects that Latrobe City Council is undertaking to plan for Traralgon’s future.

A draft Key Directions Report was developed in 2011 containing 18 Key Directions. Council resolved to give a greater priority to two of the key directions listed in the draft report.

The two Key Directions of particular interest are:

  • Key Direction 4 -  Develop a Parking Precinct Plan and;
  • Key Direction 5 -  Provide integrated car parking solutions in appropriate locations.

The Traralgon Activity Centre Plan addressed these two Key Directions through Amendment C99 (formerly Amendment C94) Car Parking Overlay, by applying car parking controls to both Morwell and Traralgon’s CBDs.

The Traralgon Activity Centre Plan is now in Latrobe City Council’s 2016-2017 Business Plan for delivery by June 2017.

Stage 1 - Background information stage - COMPLETED

Stage 1 (the background information stage) of the Traralgon Activity Centre Plan is complete. At its Ordinary Council Meeting on 2 August 2010 Council adopted the Traralgon Activity Centre Plan Stage 1 Background Reports July 2010, incorporating the executive summary, planning context report, economic assessment, community infrastructure and social needs analysis, car parking assessment, traffic impact and public transport assessment, urban design context report and consultation summary prepared by Hansen Partnership Pty Ltd.

Stage 2 - Future directions stage - COMPLETED

Stage 2 (the future directions stage) Community and Stakeholder Consultation sessions were held in 2010 to assist in the development of a Traralgon Activity Centre Plan Draft Key Directions Report, September 2011. The Draft Key Directions Report outlines a guiding framework for the growth of the Traralgon town centre for the next 20 years and beyond.

Stage 3 - Planning scheme amendment – COMPLETED

Stage 3 involved the finalisation of the Traralgon Activity Centre Plan and the exhibition of a Planning Scheme Amendment to introduce the Traralgon Activity Centre Plan into the Latrobe Planning Scheme and apply the Activity Centre Zone and associated schedule over the study area, as recommended by the Plan.

The Traralgon Activity Centre Plan was presented to Council on 13 November 2017, Council resolved the following:

That Council:

  1. Having considered the Planning Panel Report for Amendment C106 (Part 2), adopts the Amendment with changes as identified in Attachment 1 - Panel Recommendations with Planning Officer Comments, in accordance with Section 29 of the Planning and Environment Act 1987
  2. Adopt the final Traralgon Activity Centre Plan (TACP), September 2018
  3. Submits Amendment C106 (Part 2) once adopted, to the Minister for Planning for approval, in accordance with Section 35 of the Planning and Environment Act 1987
  4. Advises those persons who made written submissions to the Amendment of Council’s decision

The Amendment C106 was gazetted on 7 February 2019 and now forms part of the Latrobe Planning Scheme
