Submit plans to satisfy planning permit conditions
If you planning permit has been approved with conditions, you will not be able to act on the permit until the plans and other documents have been endorsed.
Submit your plans or documents online, via mail or directly at one of our customer service centres or libraries.
Minor changes to an existing planning permit (Secondary Consent)
After receiving a planning permit, you may find that the endorsed plans need minor changes. If the permit states a condition such as "the use and/or development shown on the endorsed plans must not be altered without the written consent of the Responsible Authority", you can submit a request for Secondary Consent.
Secondary Consent requests are only for minor changes to endorsed plans. Secondary Consent does not allow you to change permit conditions or what the permit allows.
Submit your plans or documents online, via mail or directly at one of our customer service centres or libraries.

Extension of Time
Your planning permit will tell you the dates that your project must be started (commencement date) and completed (expiry date).
A request to extend the time of the expiry date can be made, however, we are only able to consider the request if it is made:
- before the planning permit expires or within six months after the expiry date of the planning permit; or
- within 12 months after the permit expires where a development has lawfully commenced on the site.
We encourage the permit holder to take note of the planning permit expiry dates, as there is no appeal process through VCAT if an extension of time request is made outside of the above requirements.
