Private parking agreements and private enforcement agreements can help prevent illegal or unauthorised parking on private property.
Once an agreement is in place between Latrobe City Council and an owner or occupier, parking officers will visit the area as part of their regular patrols and will encourage compliance with parking rules and regulations.
Latrobe City parking enforcement officers can issue infringement notices on private property if the property owner has an agreement with Council. For example, the privately-owned tenant or visitor car park of a shopping centre may be controlled by Latrobe City by arrangement with the property owner.
How to enter into a private parking or private enforcement agreement
Application: Please forward a written request to the Coordinator Legal Proceedings at Latrobe City council, this will be assessed and if approved an initial site inspection will be conducted.
Initial site inspection: We will conduct an initial inspection of the site to ensure it complies with our eligibility criteria, including occupational health and safety. At the initial site inspection, a member of Latrobe City Council will advise signage and line marking requirements in accordance with the Road Safety Rules 2017
Site works: When site works are completed, contact us to arrange a final site inspection, where we will ensure compliance.
Final site inspection: We will conduct a final inspection of the site, and once approved, we will send you the contract to be signed. An Insurance certificate of currency is a condition of the contract.
Signing of the contract: Once all relevant parties have signed the contracts they should be returned to Latrobe City Council. They will be signed and a copy returned to you.
Activation: The area will then be patrolled by parking officers as part of our regular patrols.
Disability Parking Bays
Disability Parking: As part of this process, applicants can select to have disability parking bays included in their car parks to assist disabled community members.
