Changes to Aged Care and HACC PYP Services

The Australian (Commonwealth) Government is changing the way that Aged Care services are planned and delivered, impacting Councils’ ability to provide Aged Care and HACC PYP services into the future.

In July 2019, Council endorsed exiting the Commonwealth Home Support Program (CHSP) and the Home and Community Care Program for Younger People (HACCPYP - Under 65) program by July 2022, due to significant reforms introduced by the Commonwealth Government relating to the provision of aged care services including home based aged care.

What does this mean for our services?

From 30 June 2022, Council will cease delivering services under the Commonwealth Home Support Program (CHSP), Home and Community Care Program for Younger People (HACCPYP - Under 65) and Support for Carers program.

Impacted programs and services for both under and over 65’s includes:

  • Domestic assistance
  • Personal Care
  • Respite Care
  • Property maintenance and home modifications
  • Social Support Individual
  • Social Support Groups
  • Carer Support Group
  • Delivered Meals (Meals on Wheels)
  • Access & Support (Dementia & At Risk)

Council has taken a considered and responsible approach to changes in the care sector to ensure clients and the broader community has access to local services that are responsive, affordable and of a high quality to support and enable members of our community to remain living safely at home.

Following Council endorsement in July 2019, Latrobe provided notification to the Commonwealth and State Governments of the intention to transition out of CHSP and HACCPYP services.

In 2021 Council provided information to the Commonwealth and State Governments for their consideration in the appointment of new providers who will take over these services from Council, on behalf of Government. The services are not being privatised by Council.

Council continues to work closely with staff, clients and volunteers to keep them informed of the changes as the transition date gets closer. We are committed to ensuring that all key stakeholders receive updates on the transition of Council managed in home and other aged care services.

Who will provide CHSP and HACC PYP services in Latrobe City after 30 June 2022?

From 1 July 2022 CHSP and HACC PYP services will be delivered to clients by new service providers.

Commonwealth Home Support Program 

Council is pleased to advise that the Commonwealth Government has selected Benetas as your new service provider.  Benetas is a not-for-profit organisation and part of the of the Anglican Aged Care Services Group.

What services will be moving to the new provider?

  • Domestic Assistance
  • Meals on Wheels
  • Personal Care
  • Social Support Individual
  • Social Support (Planned Activity) Groups
  • Respite Care
  • Meals on Wheels
  • Property Maintenance and Home Modifications
  • Access and Support (Dementia and At Risk)

What happens next?

Community members who access this service do not need to do anything.  Council will work closely with Benetas over the coming weeks to ensure a smooth changeover of services from Council to Benetas.  Council staff will contact individuals via telephone before anything changes, to discuss and make suitable arrangements.

HACC Program for Younger People

Council is pleased to advise that the State Government has appointed Uniting Vic.Tas as your new service provider.  Uniting is a community service organisation delivering services and programs across Victoria and Tasmania, and is locally known as Uniting Gippsland.

What services will be moving to the new provider?

  • Domestic Assistance
  • Personal Care
  • Respite Care
  • Meals on Wheels
  • Property Maintenance and Home Modifications

What happens next?

Community members who access this service do not need to do anything.  Council will work closely with Uniting over the coming weeks to ensure a smooth changeover of services from Council to Uniting.  Council staff will contact individuals via telephone before anything changes, to discuss and make suitable arrangements.
