Development Contribution Plans
A Development contribution plan:
- sets out what infrastructure is required for future communities
- allows council’s to collect contributions to fund the required infrastructure
- ensures the cost of infrastructure is shared by requiring any person developing land, to pay the applicable levy to council
Latrobe City Council currently has three approved Development Contribution Plans (DCP’s):
Annual indexation
The development contribution schedule table (of each DCP) is updated each year on 1 July with increases in Building Price Index and land valuations.

Parking Contributions
The Parking Overlay ensures that if a planning permit applicant cannot meet their car parking requirements, there will be a cash-in-lieu requirement, which is a mechanism for Council to collect cash-in-lieu contributions for car parking in Traralgon that is to be held in a ‘car parking fun
