Following February 2024's council meeting 

CHINESE GARDEN IN MOE

Council endorsed the reallocation of $60,000 of approved funds initially earmarked for the Chinese Garden at the Moe Botanical Gardens to instead create an Australian Native Garden, paying homage to First Nations People, Pioneers, Migrants, and Miners.

Council will collaborate with Make Moe Glow community association to support the garden design. 

ENDORSEMENT OF COUNCIL SUPPORT PACKAGE FUNDING SUBMISSION

Following the Victorian Government’s decision not to host the 2026 Commonwealth Games, Government announced a series of funding commitments, including a Council Support Package. 

As a Hub City, Council is eligible to apply for up to $5 million in funding, without any financial contribution, to deliver projects related to Commonwealth Games outcomes.

Council endorsed Stage 1 projects totalling $4.105 million. These projects align with the funding guidelines and our Council Plan, supporting a wide range of community benefits.

PLANNING PERMIT 2023/245 USE AND DEVELOPMENT OF LAND FOR A SERVICE STATION AND SIGNAGE

Council has issued a Notice of Decision to Refuse a Planning Permit for the proposed service station at 182-186 Princes Street, Traralgon. 

The proposal was assessed against the relevant provisions of the Latrobe Planning Scheme and the objections submitted, a total of eight objections were received against the application. It was considered that the proposal was not consistent with the relevant objectives and decision guidelines of the Scheme.

Council’s decision prioritised community needs and residential harmony, considering potential negative effects on human health, amenity and area planning. 

AMENDMENT C131 (UPDATED FLOOD OVERLAYS) – CONSIDERATION OF SUBMISSIONS

Council decided to note the recommendations from Amendment C131 – Land Subject to Inundation Overlay and Floodway Overlay Peer Review Report.

Additionally, Council has noted nine flood studies for public re-exhibition as part of Amendment C131. 

The next steps involve updating the Amendment documents according to the peer review suggestions and re-exhibiting the revised maps for public feedback. 

VARIATION OF SECTION 173 AGREEMENT – FRANCIS ROAD, GLENGARRY

Council agreed to provide in principle support to amend the Section 173 Agreement, registered on Certificate of Title for Lot 2 on Plan of Subdivision at 106 Francis Road, Glengarry in accordance with Section 178A (3) of the Planning and Environment Act 1987.

This will progress the application to public notification.

TOURISM & MAJOR EVENTS ADVISORY COMMITTEE RECOMMENDATIONS DECEMBER 2023

Council has given its endorsement to the recommendations of the Tourism and Major Events Advisory Committee. These recommendations relate to funding support for events through the annual Major Events Attraction budget. 

The allocated funding is as follows:

  • The 2024/2025 Australian Esports League Latrobe Cup - $15,000.
  • The 2024 AFL Diversity Championships for Females (July 2024) and the 2024 AFL Diversity Championships for Males will each receive $12,000.
  • The 2025 Table Tennis Australia Championships - $10,000.

These investments will enhance tourism, promote diversity, and foster community engagement through major events.

QUARTERLY BUDGET REPORT - DECEMBER 2023

Council received and acknowledged the Budget Report for the Quarter ending December 31, 2023, in compliance with the Local Government Act 2020. 

This report offers insight into the financial performance during the second quarter of the 2023/2024 financial year.

The Income Statement shows a surplus largely stemming from unbudgeted capital grants, which will support new assets, upgrades, expansions and debt repayments.
