Traffic Management Plans

All TMPs must be prepared by a trained industry professional. Applications are assessed for compliance in line with the regulations, standards and guidelines listed below:

• The Road Management Act 2004 (traffic management code of practice);
• Road Safety Act 1986;
• Australian Standard AS 1742.3 2009: Traffic control devices for works on roads; and
• VicRoads supplement to AS 1742.3.
• AustRoads Guide to Temporary Traffic Management (AGTTM)

If the submitted TMP is not to the satisfaction of the Latrobe City Council, we will ask for the plans to be revised and re-submitted. Once satisfied with the TMP, the MOA form will be signed and returned to the applicant along with the approved TMP.

We will endeavour to respond to your application within 10 business days.

Please be aware that consent for some major traffic control devices (such as portable traffic lights) will require further approvals from the DoT. In such instances, a copy of the TMP will need to be provided to both DoT and Council.

Please ensure that (as a minimum) the TMP includes the following documents:

• A completed Latrobe City Council MOA form, which can be downloaded here;
• Worksite Hazard Assessment form (you may wish to use your own template for this or you may download the Latrobe City Council Worksite Hazard Assessment form here;
• Traffic Guidance Scheme showing the work area, arrangement of signs and devices, to warn traffic and guide it through, past or around the work area or hazard. This should also include any aftercare plans if required.

Including the following documentation will ensure that any delays in assessing will be minimised:

• Documentation of engagement with the community, businesses or other other entities.
• Any relevant approvals or permits you may have received from other Road Authorities or Road Managers.
• Past approved TMP applications.
• Other supporting documentation that may be relevant to the TMP.

Engagement with affected residents must be undertaken prior to conducting any works. A minimum of 2 weeks notice should be given to affected road users if works will require closure of a road.

If the TMP requires the temporary closure of a road, or to temporarily occupy a place that is owned or managed by Council; this includes car parks, roads, footpaths etc. a Temporary Road Occupation permit will also be required. This is usually assessed separately after the TMP has been approved. You can apply online for a Temporary Road Occupation permit by clicking here. Please note that a Temporary Road Occupation permit will not be required if contractors are conducting works under Council supervision.

In addition to your TMP, you may also require permits which can include the following:

• Road Opening Permit
• Asset Protection

If the TMP affects public transport, you may need to request further approvals from PTV (Public Transport Victoria).

Implementation of the TMP must be in accordance with the appropriate legislation. Copies of the approved MOA, TMP and any associated relevant documentation must be kept on site during the works.
