What is Amendment C131?
Amendment C131 implements the recommendation of the following reports:
The studies prepared revised Floodway Overlay (FO) and Land Subject to Inundation Overlay (LSIO) mapping based on updated flood modelling.
Amendment C131 seeks to review and update the extent of existing flood overlays, which were last updated in 2012. Additional flood mapping has become available for areas including the Latrobe River, Tyers River, Eaglehawk Creek, Rintouls Creek and Traralgon Creek and the Morwell North West development plan.
Where does the Amendment apply?
The Amendment applies to all land within the municipality which is informed by the flood modelling within the flood studies.

- Amend section 4 of Schedule 1 to Clause 44.04 (Land Subject to Inundation Overlay) to correct typos.
Planning Policy Framework
- Amend Clause 02.04 (Strategic Framework Plans) to include a new Strategic Framework Plan,
- Amend Clause 11.01-1L (Glengarry) to include a new Glengarry Town Structure Plan (GTSP),
Amend Flood Overlay (FO and LSIO) Mapping
Delete Planning Scheme Map Nos 26LSIO-FO and 52LSIO-FO.

Planning Panel Hearing and Report

Submissions received to Amendment C131latr were considered at 6 May 2024 Council Meeting. At the 2 September 2024 Council Meeting, Council resolved to adopt Amendment C131latr. Amendment C131latr has been lodged with the Minister for Planning for approval.
Council resolved:
That Council:
- Having formally considered all written submissions received to Amendment C131 notes the issues raised by the submissions and the officer’s response to those issues.
- Request the Minister for Planning appoint a planning panel to consider submissions received for Amendment C131, in accordance with Part 8 of the Planning and Environment Act 1987;
- Refer submissions to the planning panel appointed by the Minister for Planning;
- Endorse the officer’s response to the issues raised by submissions and the recommended changes to Amendment 131, as the basis for Council’s submission to the planning panel; and
- Advise those persons who made written submissions to Amendment C131 of Council’s decision.
Council requested that a Planning Panel be appointed to consider all submissions to Amendment C131 on 8 May 2024.
