Landfill Site Operations
Site Selection Process
Latrobe City Council operates the Hyland Highway Landfill facility at Loy Yang for the commercial disposal of water (i.e. not open to the public). The landfill commenced operation in late May 2099 and has a projected lifespan for the receival of waste until 2018. Landfill cells will be progressively rehabilitated and aftercare will then continue for many years.
The environment Protection Authority (EPA) Waste Discharge Licence No. LS65990 for the Latrobe City Highland Highway Lanfill allows disposal of:

putrescibles wastes,
-
solid inert wastes,
-
asbestos of domestic origin
-
shredded pneumatic automotive tyres, and
-
N121 Category C contaminated soil as specified in EPA Publication 448, Classification of Wastes, 2007 (as amended from time to time) except for hydrocarbon contaminated soils (since surrendered).
When designing and constructing the Hyland Highway landfill cells to be licensed to accept these waste types, Latrobe City was required by EPA Victoria to exceed the requirements of the EPA Best Practice Environmental Management (BEPM) due to siting over Segment A groundwater. This resulted in a single composite, double liner, and double drained landfill liner system to accept these waste types.
