On Monday 18 October 2010, Latrobe City Council adopted a management plan for the inconic avenue of elm trees located in Kay Street Traralgon.
The management plan was developed by a working group comprising Councillors, council officers and representatives from REH Cork Club, St Michaels Primary School, the Traralgon Chamber of Commerce and Industry, Traralgon City and Rural Community Development Association, Traralgon Farmer's Market and Traralgon RSL.
The management plan recommends the removal of five elm trees, which are to be replaced with advanced Scottish Elms around 6 metres tall. The five trees to be replaced have all been assessed by arborists, who have indicated the long term health or growth prospects of the trees are not good.

As part of Latrobe City Council’s Inappropriate Street Tree Replacement Program, consultation has been undertaken with residents in the streets below to determine the level of support for the removal of trees in their respective streets. A new consultation framework was adopted by Council in July 2007 to ensure every possible effort was being made to give residents the appropriate opportunity to object to or support Latrobe City Council’s planned approach.
The streets surveyed and results are listed below:

Removal of selected trees in the following streets will proceed in February-March and these trees will be replaced with appropriate species of trees in May-June 2012, as selected by the residents as part of this consultation.

MOE/NEWBOROUGH (removals): Belvedere Court, Boolarra Avenue, Durham Road, Eastleigh Court, Heather Grove, Hyland Street, Jeeralang Avenue, Joy Street, Kendon Street, Kerin Street, King Street, Lisle Street, Mason Street, Nadine Street, Newark Avenue, Northern Avenue, Prince Street, Randall Crescent, Rutland Street, Shanahan Parade, Smallburn Avenue, Southwell Avenue, Stirling Street, Tasman Street, Trentham Street, Tyers Street and Watsons Road.
The result of the survey in Avon Court, Newborough and Powell Street, Newborough was to retain the existing trees.
