In July 2008, TTM Consulting (Vic) Pty Ltd and Design Urban were appointed to carry out detailed design for the part of the 2007 Churchill Town Centre Plan relating to the Commercial Precinct. Following a consultation meetings and workshops in Churchill in August and September 2008, they prepared a modified concept plan, which was formally adopted by Council on 15 December 2008.
The main aim is to design an attractive, safe, accessible and well-used civic space that is accepted as the centre of the town. Several refinements to the 2007 plan include the introduction of vehicle access to the northern car park from Philip Parade; inclusion of a pedestrian spine across the town centre; review of the car parks to increase capacity, enhance landscaping and improve car and loading access; and design of a substantial civic space and urban plaza in the expanded area to the east and north of the Town Hall.
The modified plan has been included in the Latrobe Planning Scheme following the adoption of Amendment C62.

The 2007 version of the Churchill Town Centre Plan included reference to an “east-west link” from Monash University through the commercial precinct, connecting to McDonald Way with a new street – the “western extension”. In the original Plan, the western extension was proposed to connect from the traffic lights on Monash Way, through Office of Housing-owned land between Walker Parade and McDonald Way, joining McDonald Way near Howard Avenue.
Following community consultation between January and March 2009, Latrobe City Council decided to delete references to the western extension in Churchill’s plans at its meeting of 6 April 2009.
